I say none of the above.
I think it would be better to pull the troops out of Iraq into staging areas in Kuwait and Saudi Arabia. Then, we could reasonably reduce troop levels in the Mid East. Allow special ops, drones, and aircraft handle special/covert operations within Iraq.
