The immigration bill is back, with the Senate expected to debate it over the next two weeks. Senate passage is by no means assured, but the measure appears to have a fighting chance of surviving the legislative maneuvers and counter-maneuvers expected of the next couple of weeks. That "could buy Democrats more time to work out the tougher aspects of immigration, such as what to do about the estimated 12 million to 20 million illegal aliens now here, but it would go against the Senate's massive catchall approach and contradicts President Bush's call for a broad bill to pass."

Most of the press coverage this morning focuses on the Senate debate. The Chicago Tribune reports Senate Majority Leader Harry Reid introduced the revived measure yesterday, and notes the bill "still will have to clear several procedural votes and weather consideration of a bevy of additional amendments before a final vote is taken." The Hill, meanwhile, notes Reid warned his fellow senators that "the Fourth of July recess might be canceled if the Senate can't complete meaningful work on energy and immigration legislation." The Los Angeles Times quotes a Reid aide saying, "Republican obstructionists are going to have a very simple decision to make later on this week. ... Are they going to stand for efforts to provide increased funding for border security along with comprehensive immigration reform? Or are they going to continue to block one of the top priorities of the president?'" The AP runs a similar story, focusing on Reid's expected reliance on a "quirky gambit known as a 'clay pigeon'" to push the measure through a development first reported by Roll Call yesterday.

Meanwhile, the Washington Times reports Republicans hope the upcoming debate will highlight "clear divisions" on the issue within Democratic ranks, while the Financial Times says the issue illustrates President Bush's status as a lame duck. Nothing, says the Times, "demonstrates his waning power more clearly than the strife surrounding his high-stakes push for an overhaul of US immigration laws." In that debate, "despite the huge investment of political capital, the president has failed to win the backing of his own party."
Took the long enough, but it's a great (and obvious) idea. This would allow a fence to be built and the other socioeconomic issues to be sorted-out at a later date.

Will be interesting see who is against sealing the border.

Here’s the press release from the House Immigration Reform Caucus on some new, amnesty-free initiatives:

WASHINGTON, D.C. – Immigration Reform Caucus Chairman Brian Bilbray (R-CA) joined Congressman Peter T. King (R-NY), Ranking Member of the Committee on Homeland Security, and Congressman Lamar Smith (R-TX), Ranking Member of the Judiciary Committee, to unveil two new border security and immigration initiatives—a comprehensive border security and immigration reform bill as well as a resolution calling for full enforcement of all current immigration laws. The two new measures represent a strong ‘Security First-No Amnesty’ alternative to the Kennedy-Bush Senate Amnesty bill.

“We decided to take action today rather than wait for the Senate to pass an amnesty bill the American people clearly do not want,” Bilbray said. “There is no reason why Congress shouldn’t take immediate action to secure our borders, strengthen our immigration laws, implement true interior enforcement and establish a working employer verification system.”

The Secure Borders FIRST (For Integrity, Reform, Safety and anti-Terrorism) Act of 2007 will mandate operational control of all our borders and ensure better enforcement of current U.S. immigration laws.

“First and foremost, we must gain control of our borders, and the Senate bill fails to do this,” King said. “Furthermore, against the wishes of the American people, the Senate bill would provide almost immediate amnesty for an estimated 12 million illegal aliens here in the United States. These are serious issues that would only serve to weaken the security of our country.”

“The immigration status quo is intolerable. Not because our immigration laws are broken, but because they are not vigorously enforced,” Smith said. “Immigration enforcement has failed primarily because Administrations for 20 years have not enforced sanctions on employers who hire illegal immigrants. Our resolution calls on the Administration to enforce employer sanctions systematically, not just sporadically.”

The bill also reforms the H-2A Visa program to allow for a market-based number of temporary agricultural workers each year. The legislation does not provide amnesty, or the legalization of aliens illegally residing in the United States, and would make English our nation’s official language.

“By reforming the H-2A program we already have in place, we can better enforce our immigration laws while ensuring American farmers have the workforce they need,” King said.

Furthermore, House Republican leaders have introduced a resolution calling for the enforcement of all immigration laws points out a number of current laws that are not fully enforced. This includes implementing both the entry and exit portions of the U.S. VISIT program, enforcing the employer sanctions that were enacted as part of the “Immigration Reform and Control Act of 1986,” and increasing the number of Border Patrol agents, detention beds, and immigration investigators.

Bilbray added, “The practice of rewarding illegal behavior and ignoring current immigration laws must come to an end. No one believes that you can grant an amnesty first and enforce the law second. What part of illegal is hard to understand?”

“The Administration claims we have a de facto amnesty now,” said Smith. “That’s true and it’s the result of the Administration’s own lack of determination to enforce the law. We don’t need amnesty to enforce current law; we need to enforce the law to eliminate the need for amnesty.”

“If Congress is serious about border security and immigration control, then this is the solution,” King said.

Steps to solving illegal immigration....

1. Build fence/security measures across entire border.
2. Staff and maintain these things properly.
3. After we're completely done with 1 and 2, give amnesty to all who are in the country and don't have a criminal record.

I think we should hermetically seal the entire country in bubble wrap. No one gets in, no one gets out. And, as a bonus, it would act like some cheap national ADT alarm service. We would hear 'em coming in.

Seriously, with all the fkuked up bs going on, why is this still an issue right now? someone please tell me cause i just dont get it.

Our boarders are not secure. Don't be worried about the latinos coming in, but do be worried about the "others" who have strolled into our country undetected. Secure the boarder.

Many people wish to Immigrate to our country and we have measures to allow that. BUT, many choose to do so ILLEGALLY while others have to wait. Why should the ILLEGALS have special treatment when they have committed a crime by coming here ILLEGALLY?

Finally, an excessive influx of ILLEGALS is causing an undo burdon upon our social structures. Many require medical and social programs which the tax payers must pay for. If they join a community with children they force a large influx of students into the system AND they must be treated with special education needs being so called bi-lingual.

You don't see a problem with this?

Perhaps 2knees intended his post to be interpreted as "this issue is a no brainier and there are bigger fish to fry so what's the hold-up"?

I haven't talked with or met anyone that objects to strengthening the border. Tony Snow was on Hannity last night, Hannity roughed him up good .... Snow didn't make any sense. He attempted to say there can't be a fence without new laws in the states ... huh?
