I'd say it's pretty likely he pays fair market value to a contractor that was selected based on a fairly through biding and vetting process. Because that's how the world works, back here in reality. The contractor pays the going rate for the area to it's workers - there is no feasible reason why they would be underpaid or overpaid.
Now, if you were to find information that someone was importing indentured cheap labor, when there is plenty of local labor available, then they would abusing whatever applicable visa process. Which unfortunately our government is allowing to happen. But it's not as bad as in certain areas of the world. That's Globalism for you, and that's not good in the long run.

Our country has been built into something great over the last 100 years or so by smart, hard working people - a majority of whom happened to be white men of European descent (GASP!), on cultural and legal principals that date back to the Greek and Roman Empires.
