Massachusetts has a mandatory retirement age for judges at 70 years old. They should do something like that on the Federal level and apply it to all jobs, both elected and unelected. Tweak it so that elected officials can serve out their last term when they hit 70. Term limits might help but won't solve the problem - the Presidency is term-limited right now but we still have an octogenarian in office.
