No, actually, it's not. It's an attempt to answer your question. These folks don't trust government. Just like gun nuts don't trust the government to know about their firearms. Get it?

The difference is of course that black people were actually oppressed brutally by the government for hundreds of years, giving them a pretty sound reason not to trust the government, while gun nuts have never really faced any level of oppression other than in their own imagination (e.g. when they thought Obama was gonna ban all the guns so they bought up all the guns and ammo they could before he took office).
