COLUMBUS, Ohio - A conflict over Ohio's new voter identification rule has further delayed the outcome of a closely watched congressional race, now expected to be resolved no earlier than Nov. 27.

The extra time is needed to comply with an agreement over provisional ballot counting that was reached Tuesday between Attorney General Jim Petro and organizations that challenged the voter ID law, said Franklin County Elections Director Matthew Damschroder.
The organizations had argued that the county elections boards were inconsistently applying the law and disenfranchising voters.
In the still undecided House race, incumbent U.S. Rep. Deborah Pryce (news, bio, voting record), a member of the House Republican leadership, led Democrat Mary Jo Kilroy by about 3,500 votes in the tally of ballots counted on Election Day last week. About 19,500 absentee and provisional ballots remained uncounted.
Ballot counting in the race, which was to start Saturday, had already been delayed to Sunday, in deference to the Ohio State-Michigan football game Saturday.
