If the Obama administration put half the time and energy doing back ground checks on people that other countries warned them about instead of law abiding citizens then the Boston terrorist bombing could of been prevented.

The sequence of events, as reported in the press:

1. The FBI did the check on Tamerlan Tsarnaev after being alerted by Russia, including an interview.
2. They asked Russia for more information and got nothing.
3. Tsarnaev left the country, the file was closed, all according to procedure.
4. Tsarnaev returned after 6 months but, because the file had been closed, there was no issue with him reentering the country as he was no longer on any watch list.

Therefore, we would have to conclude that the procedure for closing cases is flawed, not that anyone did anything overtly wrong, and that Russia also failed to provide full information that would have demanded further investigation. If that scenario, reported in the press, is correct then I'm not sure who to blame except, knowing that the procedure was probably in place for years, it most probably started under the Bush administration so he's to blame.
