U.S. Senate moves to extend EB-5 program as is
The Senate is moving forward with an extension of the EB-5 immigrant investor program as is and reforms to the program appear unlikely.
The provision to extend the program is included in the continuing resolution, a short-term budget bill that allows the government to keep running until early December.
Sen. Patrick Leahy says he will vote against the continuing resolution because it does not include a reform package to the EB-5 program.
“If this flawed program is not reformed, I believe it should end,” Leahy said in a press conference Thursday. “I can no longer support a straight extension of this program.”

JAY, Vt. (AP) - A federal judge in Florida has approved a $13.3 million settlement between Citibank and the federal receiver in charge of Vermont's Burke Mountain and Jay Peak resorts.
The Caledonian Record reports receiver Michael Goldberg said obtaining the funds was critical to making payroll at both resorts as well as paying off debt from projects overseen by Ariel Quiros and Bill Stenger.
Quiros and Stenger were accused by federal and state authorities of misusing about $200 million from foreign investors through a visa program for various developments.
Attorneys successfully argued that Quiros took out a $15 million line of credit through Citibank, for which he posted $17 million in collateral. The Miami resident then defaulted.
The settlement terms permit Citibank to keep $3.7 million of the $17 million in collateral.

What a bloody mess. 
That town can't operate without resort tax revenue.
Hope the financial oversight they're under doesn't allow skimping on maintenance.
