The US Army, working with Haiti on disaster aid, was pushing to get telecomm up and running which is run by Digicel. Digicel couldn't get clearance to bring in their equipment so the CEO leveraged his relationships to escalate his issues to the State Department. Again, hardly anything illegal here and no evidence of pay to play. $.02

I get what you're saying. I have issues jumping from "is this a friend of bills" to "the state department did favors for donors to the foundation". You ever treated someone differently based on their relationship with you or one of your close friends? Does that automatically make what you did or discussed illegal or that you broke protocol or played favor to them? There's no smoking gun at the moment, unfortunately.
