Government is too big and they don't have top talent.

Totally agree. When interviewing for jobs, Underwater Systems, a division of the US Navy was low bid on Salary with lots of overhead. Electric Boat, a government contractor, wasn't far behind. Can't attract better help with the lowest salaries.
