What I know is many of them are now living near me. Real estate is not cheap either.Who's paying for this?

Obama should have bombed the runways so Syria could not launch fighters after they crossed his red line. The runways would have to be rebombed every few days because with heavy equipment you can repair them in hours. If you remember Obama said if Syria used gas he would take action. This was before Russia was fighting in Syria and the Syrian Government was about to fall. This could have kept Russia out. Syria would still be a mess, but it would be internal. Now you have the coalition of Russia, Syria and Iran fighting against the rebels and a feckless US.
Now the US is saying we might give more arms to the rebels. It's too late by us meddling at this point it would only prolong the war and the misery.
AS it stands Russia and the government are firmly in control and are working to wipe out the rebels. Russia is openly bombing hospitals and civilian apartment houses. A couple of weeks ago the US sent Russia a F*ck Y** by bombing and killing 70 Syrian troops. Russia retaliated by bombing an UN food convoy during the "cease fire". This week Russia warned, if try and bomb Syrian troops we will shoot down your jets and they have the antiaircraft guns (missiles) in place to do so. With the US bombing ISIS in Syria now this is a powder Keg.

What's been the US success rate on arming rebels?

Started poorly with the Bay of Pigs and has gone downhill since.
