The federal government cannot be coercive in withholding funds from the states, so the only federal money that could conceivably be withheld is money that goes directly to local police and courts to enforce immigration laws. Nope, Gump generally still needs 60 Senators for real mischief, the filibuster only ended for executive branch nominees and non-SCOTUS judicial nominees.
