It seemed as if prices had crept up a bit for a while, but I just filled up at $3.09 / gal

I filled up for $3.05 two weeks ago, up to $3.35 today.

The Irving near me is back down to $3.13 (or $3.03 with Irving Debit Pay). None of the other stations nearby seem to have dropped down yet - one spot 1/4 mile away was still $3.59.

$3.21 yesterday at the nearby Irving (or $3.11 with Irving debit pay). Seems to be floating up and down in small increments.

So your contention is that because non federal leased drilling in a certain district is showing a year over year gain, that Biden's actions to date have been positive for the oil industry, have moved prices lower, or have increased supply?
