Politicians have to establish priorities. Trump established priorities. the reason for this is both simple and obvious...
insurance is risk management...insurance co's cannot manage the risk of damage that has already occurred w/o charging everyone for that damage in advance...which leads to skyrocketing premiums, bigger co-pays and reduced coverage...
the premium to replace your already flood destroyed house is "the value of your house plus any administrative costs"
so think of the govt risk pool for pre-existing conditions pool like the gov flood insurance programs vs requiring you to buy flood insurance as part of your homeowners insurance to lower the premiums those who "live in a flood plain" ...
