right, thats usually the case over the pass towards pico. mostly snow up on the hill. the office is based out of burlington.

dry holly leaves
paper (no lines!)
cinnamon
scissors
nutmeg
white poster board
Best time to do spell: 900 am - 11:59 am. Season: Fall & Winter.
Month:
November 1st - January 31st. Directions: Make 4 medium size snow
flakes out of paper, then make one big snow flake out of paper. Mix
the holly leaves, cinnamon, and nutmeg together. Put the mixture in a
big circle on the poster board. Put one each of the medium snow
flakes at the North, South, East, and West point on the outside of
the circle. Then put the one big one in the middle of the circle. Say:
"Snowy day, snowy night,
please let it snow tonight,
snow white, snow bright,
please let it snow tonight."
....as many times as you want to say it. Then pick up the poster board
(carefully) and shake it off into the wind. To tell if the spell
worked: the wind should pick up, and snow fall from the sky.
