Except according to the whistleblower Guiliani had been meeting with Ukrainian officials since January, prior to Ukraine looking to re-open this investigation in February.

So, obviously, the opening of the investigation could still have been a direct result of a request from Trump's administration, and the phone call can be seen as an attempt to influence that investigation in the direction favorable to Trump's campaign. Sounds like something worth investigating.
