This is what we sent to the Vermont state liquor authority and there response. You will notice nothing in our letter about a tent, make of it what you will, but I am sure that plenty of cops will be on hand this year.

Hello Tom,
Thank you for getting back to me. I do have some more questions. Please allow me to explain the function for which I seek the permit. We have approximately 25 adults, ages 35-55, who contribute to an all day barbecue somewhat of an end of the season celebration. The food list the past eight years has included lobster, shrimp, clams, burgers, steaks, ribs, hot dogs salads etc. We track who has donated by attaching wrist straps to contributors as the menu is quite expensive. The gathering takes place, as many do, on the snow at during the mogul competition. My staff would consist of contributors who have some cooking skill or anyone who wants to pitch in. This is an adults only function and we section off our little area to deter walk throughs. In the past we have used a portable service area to share beverages. Along with coffee and soda we have beer and alcohol for consumption. As with the cooking various contributors would pitch in to mix different blends through out the day. At the conclusion we clean up, pack up and head home. We have had this barbecue for many years without a hitch. Do you think this sort of function is possible within the guidelines we are discussing? If I attended a seminar, would it cover my group, or would I be the only person allowed to distribute drinks? I was planning on attending a February 19th seminar, I would have to take off from work to do so, do you think it would be fruitful?
Thank you for taking the time to answer my questions. I would like to be in total compliance, if possible, prior to making any plans that are not realistic. I know of many similar groups who participate, on the snow, the very same day and I could share the information. I would hope to avoid a lot of confusion come March 29, 2008. Thank you again for your help.

Subject: RE: Festival Permit
Hi Scott,
The real issue is we have seen a problem with alcoholic beverages in and around the Bear Mountain which is licensed to sell alcohol. It is a misdemeanor crime in Vermont to sell or give away alcohol on any public lands. It is up to one year in jail and a $1,000.00 fine. On private property ( like at your house) you can do whatever. Also you will need Killington's permission if your tent is going to be on their land. Anyone who attends the class with you can serve alcohol with the festival permit. You would also have to buy your beer from a wholesaler and have invoices on hand to show what you purchased. People also would not be able to bring their own alcohol into your event. There are a lot of issues at play here and we can keep trying to figure this out. I will wait to hear back from you.
