I have to say this because I hate seeing Giuliani getting credit for something he had nothing to do with. Bill Bratton brought down subway crime, mostly by revitalizing a beaten down police force. He was the chief of police for the NYC Transit Police Department before Giuliani was mayor. Subway crime had dropped off over 50% before NYC elected Giuliani as mayor. Bratton's strategy was based upon the "broken windows theory" which was introduced to him by Jack Maple who at the time was a Lt. at the Transit Police. Jack got it from a artical written by James Wilson and George Kelling for The Atlantic Monthly in March of 1982. George Kelling was also a consultant for the NYC Transit Authority in the 80's as they were exploring the broken windows theory before either Bratton or Giuliani were in the picture.
