Aside from giving the staties yet another way to ticket you (how do you define "passing someone" anyway) it seems like a solution to a non-problem to me.

When I drove in Germany, they had no problem with this. I think its because they will slam into you if you don't get out of the way. And some of those cars come up on you real fast when you're doing 80 and they are doing 120.
