There will be plenty of out of state plates. Killington is not Vermont's border police. With the capacity-restricted nature of current operations, if one person decides to stay home, then someone else will grab that reservation and come. Everyone in the governor's administration and the ski industry knows it. Over the last 2 weeks, the governor has reaffirmed that he does not want to close any businesses as they are not the cause of the current outbreak, and finally acknowledged that travel isn't what is causing the current wave. So right now it is full steam ahead for Vermont's ski industry. Killington and Vail Resorts seem to have a strategy of open ASAP if allowed. The others are being more cautious, likely due to them having no passholder reservations and thus needing more terrain, but everyone wants to open.
The most likely scenario I see for resort closures are outbreaks in ski towns, connected directly to out of state travel. However, with the limitations on bars/restaurants, mask requirements, and the complete ban on socialization, there aren't many opportunities for those super spreader events to occur if guidelines are followed. The plates on your car have little to do with your risk of causing an outbreak. Rather it is your behavior, both on and off the mountain. If you ski/ride and then go home/to hotel, you're not putting anyone in danger. Have a large house party, no matter the color of your license plates, and you're a f*** moron who's putting the whole season at risk. I guess this falls under the ban on socialization, but I'm surprised Vermont hasn't imposed occupancy limits for lodging, such as only up to two households, and no more than 6 people (unless immediate family).
There is reason to be optimistic about the ski season as a whole, though cautiously so. The government focus is a lot less on shutting down and reopening the economy, and is more on enforcement and personal responsibility. Outdoor recreation is considered to be a safe activity and this includes skiing. If it is shut down, it might lead to people taking part in riskier activities like watching football at a friend's house. And then there's also vaccine/treatment development, which will only improve as time goes on. In other states that have way higher covid cases than Vermont or even NH/NY, ski resort openings have largely been successful. People have accepted the changes, as annoying as they might be, and are just happy to be back out on the mountain. It's great to see the ski industry coming back to life after being one of the first casualties (aside from cruise ships) back in March.

Yeah how'd that go for Vail for opening ASAP? They have at minimum 3 mountains in New England with more than sufficient snow to open yet they waited to see what happened at Killington.

Vail doesn't need to look to K to see how things go. They have their own resorts both here in North America and in Australia to look to for experience. They are probably more prepared to operate under these new procedures than any other resort operator in the country.
I also think they were too quick to push back opening dates. Part of this has to do with their reservation system. They open reservations a week prior to resort opening. So if they made the call to open today, they would've had to know last Friday. By Wednesday, they knew they could open the following week, so they could make the announcement and open up reservations.

Except my contacts at these mountains who are quite a bit higher up the food chain than the casual observer (ie you) said they did exactly this. Vail is extremely risk averse and wants to see how things played out in the first week. Australia and out west are not here.
