With a foriegn player that is under contract with a another team, the MLB team will submit offers to that team for the right to negotiate with the player. If the team accepts the offer, the offering team is the only team that has the right to negotiate with the player.
If the Red Sox submit the highest offer, only the redsox are able to negotiate with Matsuzaka.
This wasn't the case with Contreras, as he defected from Cuba.

The appropriate response to any of those numbers can be summed up in one word: Wow.
By the time this is over, Matsuzaka's total price, for a four-year contract, for instance, could be in the $90 to $100 million range. On the other hand, he throws with both power and command, he is only 26, his record in Japan was beyond question, and he was named the Most Valuable Player of the inaugural World Baseball Classic after leading Japan to victory in the tournament.

The end figure the Sox spend to land this pitcher will still pale in comparison to every red cent the Yanks blew on A-rod! Lets see now 3 years of FLOPS by A-rod in the playoffs vs..... Boston,Chicago and Detroit for lot's of $$$$$$$$$$$$!
I'm still thankful the players union stopped the Red Sox from signing A-rod back in the spring of 04.

Could be the 2nd coming,after all those are not American league hitters he has been facing. I could even see him having an easier time in the NL where unlike the American league most teams #8 hitters can't and #9 is the pitcher.
But in the A.L.
